Happy Thanksgiving District 21! I'm excited to be back with friends and family this Thanksgiving. As you complete your work week and get into the Thanksgiving Spirit, take time to reflect on all that you are thankful for. I'm thankful for neighbors like you, people that are engaged and working hard to shape our communities together as a neighborhood. Thank you for all that you do to move our neighbors forward.

Jefferson St. Cap - Meetings Postponed

The Jefferson St. Cap meeting scheduled for this upcoming Thursday has been postponed by the Mayor's office.

An article titled "Metro Hits Pause on Jefferson St. Cap after Community Pushback" WPLN Nashville Public Radio explains the a large amount of opposition for the proposed development. Residents shared their thoughts on the need for affordable housing, restoration of black businesses along Jefferson St, and the revitalization of what was once a booming business and entertainment district in Nashville. The Mayor's office and NDOT are taking time to recalibrate and answer the many questions and options proposed by community members during the past three meetings. I see this as a time for our District to work together to receive the long overdue investments needed in North Nashville. This conversation was rushed to the forefront of North Nashville just a couple of months before President Biden signed a bipartisan infrastructure bill into law. The state and the city of Nashville will receive dollars from this federal legislation. I believe we will need to come back to the table and voice our thoughts on how these dollars can be spent in North Nashville and District 21.

What I've Been Up To

  • I'm working with the mayor's office to provide daily/weekly illegal dumping removal throughout all of North Nashville and possibly other parts of the city. My next meeting with the mayor's office is scheduled for November 30. I'll keep you updated.
  • You may see paving in your area... There are several paving projects in the District. If you do not see any paving activity in your area and there is a street that should be added, please email me and I will add it to our Capital Improvements Budget and lobby the mayor's office to add to our upcoming budget in June.
  • I'm hosting a Thanksgiving meal for the faculty and staff at Robert Churchwell Elementary. If you are interested in volunteering to serve, please reach out to me directly at [email protected].
  • I have been communicating the responses you have shared regarding the proposed Jefferson St. Cap. The meeting for November 18 has been postponed. I will continue to update you on any communication I receive from the NDOT and the mayor.

What's Happening Tonight

RS2021-1204 - A resolution appropriating $1,933,000.00 in American Recovery Plan Act funds from Fund #30216 to Metro Parks to be used for managing homeless encampments, and the renovation and repair of Brookmeade Park. There is an amendment to remove the cameras and machinery requested in this resolution. There will be a hearty debate on this topic tonight.

RS2021-1221 A resolution approving an application for a Multimodal Access Grant from the Tennessee Department of Transportation to the Metropolitan Government, acting by and through the Nashville Department of Transportation and Multimodal Infrastructure (NDOT), to complete improvements along Charlotte Avenue from 28th Avenue North to 39th Avenue North to address existing pedestrian and bicycle facility gaps and other safety concerns.

RS2021-1245 - A resolution approving amendments one and two to the Healthy Start Initiative - Eliminating Racial/Ethnic Disparities grant from the U.S. Department of Health and Human Services to the Metropolitan Government, acting by and through the Metropolitan Board of Health, to provide a variety of services in reducing infant mortality for pregnant and parenting women.

RS2021-1251 - This is a resolution to repeal the metro code requiring vehicle emissions testing.

RS2021-1235 - This resolution will recognize the 100 Year Celebration of The Fairfield Four, an American Gospel group from Nashville, and the continued legacy of The McCrary Sisters.

BL2021-1010 - This bill would only allow Transportainment vehicles to use predetermined route within the DTC in the Downtown District and will not allow these vehicles to operate between the hours of 8am and 4pm Monday - Friday.

BL2021-1016 An Ordinance naming the landing and steps in front of the Historic Metropolitan Courthouse in honor of Diane Nash.

BL2021-971 An ordinance to amend Title 2 of the Metropolitan Code of Laws to create an Office of Housing and Homelessness.

BL2021-972 - An ordinance to provide funding for the restoration and maintenance of the city's tree canopy.

BL2021-842 This ordinance, as substituted, amends Section 16.28.190 and creates a new Section 16.28.195 to separate out historic demolition permits from other building permits and to require any contractor or subcontractor involved in the demolition or partial demolition of a historic structure as defined within the ordinance to submit an affidavit stating that they understand the building or demolition permit to be approved, as well as the limits of the demolition work to be done.

BL2021-931 An ordinance to amend Title 17 of the Metropolitan Code of Laws, the Zoning Ordinance of The Metropolitan Government of Nashville and Davidson County, by changing from IR and OR20 to SP zoning on properties located at 704 41st Ave N, 4105 Clifton Avenue and Clifton Avenue (unnumbered), 4018 Indiana Avenue, and 4020 Indiana Avenue, approximately 475 feet west of 40th Ave N, (5.11 acres), to permit 112 multifamily residential units, all of which is described herein (Proposal No. 2021SP-004-001).

BL2021-932 - This is an updated bill due to a new state law that passed. It is an action that will be taken with BL2021-931. An ordinance to authorize building material restrictions and requirements for BL2021-931, a proposed Specific Plan Zoning District located at located at 704 41st Ave N, 4105 Clifton Avenue and Clifton Avenue (unnumbered), 4018 Indiana Avenue, and 4020 Indiana Avenue, approximately 475 feet west of 40th Ave N

BL2021-937 - An ordinance to amend Title 17 of the Metropolitan Code of Laws, the Zoning Ordinance of The Metropolitan Government of Nashville and Davidson County, by changing from CS and RS5 to SP zoning for properties located at 2100, 2105 and 2107 Buchanan Street, on either side of Buchanan Street and approximately 85 feet west of Clarksville Pike (1.12 acres), to permit a mixed use development. 

BL2021-938 - This is an updated bill due to a new state law that passed. It is an action that will be taken with BL2021-937.

BL2021-943 - An ordinance to amend Title 17 of the Metropolitan Code of Laws, the Zoning Ordinance of The Metropolitan Government of Nashville and Davidson County, by changing from CS and MUG-A to SP zoning for properties located at 2410, 2412 and 2416 West End Avenue and 2413 Elliston Place, at the northeast corner of West End Avenue and 25th Avenue South (0.87 acres), to permit a mixed used development.

BL2021-950 - An ordinance to amend Title 17 of the Metropolitan Code of Laws, the Zoning Ordinance of The Metropolitan Government of Nashville and Davidson County, by changing from CF to MUI-A zoning for properties located at 1904, 1906, 1908, 1910, 1912, 1912B and 1916 Hayes Street.

BL2021-953 - An ordinance to amend Title 17 of the Metropolitan Code of Laws, the Zoning Ordinance of The Metropolitan Government of Nashville and Davidson County, by applying a Detached Accessory Dwelling Unit (DADU) Overlay District to various properties located south of Clay St. and Lacy St., north of Scoval St., east of 26th Ave. N., and west of Interstate 65, zoned CN, CS, R6, R6-A, RS5, and SP.
